ING Bank's Quantum Acquisition Raises Queries Over Restructuring

ING U.S. Capital Holdings, a wholly-owned subsidiary of ING Bank of the Netherlands, has exercised its option to buy futures broker and money-manager Quantum Financial Services of Chicago. The recent acquisition could lead to some structural changes and an expansion in foreign exchange.
